Simply go to the sites and find out their submission procedures. In no case should it cost any money aside from a few snapshots you take and postage if sent by regular mail.

Generally, girls should be in their teens and at least 5'6"; guys should be in their late teens and twenties, and around 6'. Before submitting to any agency always check their requirements.
Your pictures should not have excessive makeup. One headshot and one body shot are usually all that is needed for most submissions. If e-mailing try and keep your file sizes under 100K per image and in JPEG format.
